คณะรัฐมนตรีมีมติอนุมัติ “คนละครึ่งพลัส

คณะรัฐมนตรีมีมติอนุมัติ โครงการ “คนละครึ่งพลัส” พร้อมเพิ่มสิทธิประโยชน์ให้ 5 สิทธิ เปิดลงทะเบียนผ่านแอปฯ เป๋าตังตั้งแต่วันที่ 20-26 ต.ค. 2568 นี้ สามารถเริ่มใช้สิทธิได้ตั้งแต่วันที่ 29 ต.ค.- 31 ธ.ค.2568 หวังช่วยกระตุ้นเศรษฐกิจได้ 0.3 – 0.4 ของ GDP เพื่อกระตุ้นเศรษฐกิจช่วงปลายปี 2568 และช่วยแบ่งเบาภาระค่าครองชีพของประชาชน โดยขยายสิทธิให้ คนไทยอายุ 16 ปีขึ้นไป สามารถเข้าร่วมได้ ไม่จำกัดเฉพาะผู้มีรายได้น้อยเท่านั้น

นายเอกนิติ นิติทัณฑ์ประภาศ รองนายกรัฐมนตรี และรัฐมนตรีว่าการกระทรวงการคลัง ระบุ ที่ประชุม ครม. อนุมัติงบประมาณเดิมจากที่รัฐบาลได้อนุมัติในปี 69 วงเงิน 25,000 ล้านบาท และงบกลาง 19,000 ล้านบาท รวม 44,000 ล้านบาท ดำเนินโครงการคนละครึ่งพลัส เพื่อกระตุ้นเศรษฐกิจและบรรเทาค่าครองชีพให้กับประชาชน พร้อมกับขยายสิทธิประโยชน์เพิ่มขึ้นจากเดิม โดยมีรายละเอียดดังนี้

โครงการคนละครึ่งพลัส กำหนดลงทะเบียนระหว่างวันที่ 20-26 ต.ค. 68 ผ่านแอปฯ เป๋าตัง โดยมีการเพิ่มสิทธิ ดังนี้

พลัส 1 เพิ่มช่วงอายุ ประชาชนสัญชาติไทยที่มีอายุตั้งแต่ 16 ปีบริบูรณ์ขึ้นไป

พลัส 2 เพิ่มวงเงินใช้จ่าย 200 บาทต่อคนต่อวัน

พลัส 3 เพิ่มสิทธิพิเศษ มอบวงเงินพิเศษสำหรับประชาชนผู้ยื่นแบบภาษี รวม 2,400 บาท/คน ส่วนประชนชนผู้ไม่ยื่นแบบได้รับ 2,000 บาทต่อคน

พลัส 4 เพิ่มโอกาสให้ ผู้ประกอบการรายย่อย และ Micro SME เข้าร่วมโครงการ

พลัส 5 เพิ่มทักษะใหม่ การเงินดิจิทัล ขายเก่ง ลดต้นทุน ด้วยเทคโนโลยีใหม่

การลงทะเบียนคนละครึ่งพลัส คุณสมบัติผู้ลงทะเบียนคนละครึ่งพลัส

1. เป็นผู้มีสัญชาติไทย

2. อายุ 16 ปีบริบูรณ์ขึ้นไป ณ วันที่ลงทะเบียน

3. ไม่เป็นผู้มีบัตรสวัสดิการแห่งรัฐ ฯ วันที่ 1 ต.ค. 68

4. ไม่เป็นผู้ที่ถูกระงับสิทธิ หรือถูกเรียกเงินคืนในโครงการของรัฐ ได้แก่ โครงการคนละครึ่งเฟส 1-5

สิทธิที่ได้รับคนละครึ่งพลัสใช้สิทธิไม่เกิน 200 บาทต่อคนต่อวัน

1. ผู้ยื่นแบบภาษี : ได้รับ 2,400 บาท ตลอดโครงการ

2. คนนอกระบบภาษี คนทั่วไป ได้รับ 2,000 บาทตลอดโครงการ

เงื่อนไขการใช้สิทธิ

ต้องใช้สิทธิครั้งแรกภายใน 11 พ.ย. 68 ก่อนเวลา 23.00 น. เพื่อไม่ให้สิทธิถูกยกเลิกตามเงื่อนไขโครงการใช้สิทธิคนละครึ่งพลัส ณ ร้านค้า ที่ร่วมโครงการได้ตั้งแต่เวลา 06.00-23.00 น. ของทุกวันโดยชำระเงินผ่าน G Wallet

ลงทะเบียนคนละครึ่งพลัสผ่านแอปฯ เป๋าตัง สมัครและเปิดใช้งาน G Waller ก่อนใช้สิทธิ

ขั้นตอนการเตรียมความพร้อมสำหรับประชาชน

ก่อนวันลงทะเบียน ติดตั้งแอปฯ เป๋าตัง ระบบ IOS เวอร์ชั่น 15 และ Android เวอร์ชั่น 10 ลงทะเบียนคนละครึ่งพลัส ผ่านแอปฯ เป๋าตัง ยืนยันตัวตน G-Wallet (เฉพาะคนที่ยังไม่ได้ยืนยันตัวตน) และลงทะเบียน (20-26 ต.ค. 68)

หากเป็นคนที่ไม่เคยร่วมโครงการคนละครึ่งเฟส 5 อาจจะใช้เวลาในการตรวจสอบข้อมูลก่อน ระบบจะแจ้งผลผ่านแอปฯ เป๋าตัง หรือ SMS ภายใน 3 วัน ถึงจะได้รับสิทธิ หากเคยเข้าร่วมโครงการคนละครึ่งพลัสเฟส 5 ก็จะสามารถเข้าร่วมโครงการคนละครึ่งพลัสได้ทันที คนทั่วไป : ได้สิทธิ 2,000 บาทต่อคน และกลุ่มเสียภาษี : ได้สิทธิ 2,400 บาทต่อคน เริ่มใช้จ่าย (29 ต.ค.-31 ธ.ค. 68) เติมเงิน G Wallet เริ่มใช้สิทธิ ระบบจะแสดงวงเงินที่สามารถใช้จ่ายได้ต่อวัน 200 บาท ต้องใช้จ่ายครั้งแรกภายใน 11 พ.ย. 68 เพื่อไม่ให้ถูกตัดสิทธิเงื่อนไขร้านค้าเดิมที่ไม่ต้องลงทะเบียนใหม่

– ร้านค้าถุงเงินที่เคยได้รับสิทธิโครงการคนละครึ่งเฟส 5 (ปี 2565) ผ่านเกณฑ์ ตามเงื่อนไขโครงการ

– ร้านค้าธงฟ้าฯ ของบุคคลธรรมดา วิสาหกิจชุมชน กองทุนหมู่บ้าน และชุมชนเมือง และสหกรณ์ ผ่านเกณฑ์ตามเงื่อนไขโครงการ

– ร้านค้าโครงการกรุงเทพแผงลอย ผ่านเกณฑ์ ตามเงื่อนไขโครงการ

– ร้านค้าเดิม ที่ผ่านเกณฑ์ ไม่ต้องลงทะเบียนใหม่

เงื่อนไขร้านค้าบุคคลธรรมดา

ต้องเป็นร้านค้าถุงเงินที่ได้รับการยืนยันประกอบกิจการจริงจากเจ้าหน้าที่รัฐของกระทรวงมหาดไทย นำแบบฟอร์มสมัครร้านค้า สำหรับกระทรวงมหาดไทย ที่ได้รับการยืนยันแล้ว ยื่นเอกสารที่จุดตั้งบูธกระทรวงมหาดไทย ร่วมกับธนาคารกรุงไทย หรือธนาคารกรุงไทยทุกสาขา

ประเภทร้านค้านิติบุคคล หรือธุรกิจเฉพาะ

ผู้ประกอบการขนส่งต้องมีใบอนุญาตขนส่งสาธารณะ เช่น แท็กซี่มิเตอร์, รถตู้โดยสารสาธารณะ, รถจักรยานยนต์สาธารณะ เป็นต้น

– ร้านให้บริการนวด สปา ร้านค้านิติบุคคลขนาดเล็ก มีรายได้ไม่เกิน 1.8 ล้านบาทต่อปี (ยื่น ภ.ง.ด. 50 รอบบัญชี 67 ข้อมูล ณ 30 ก.ย. 68) ร้านค้ากองทุนหมู่บ้านและชุมชนเมือง (ของ สทบ.)

เงื่อนไขร้านค้านิติบุคคล หรือธุรกิจเฉพาะ

ร้านถุงเงินที่ต้องตรวจสอบใบอนุญาตหรือตรวจข้อมูลกับหน่วยงานต้องนำแบบฟอร์มสมัครร้านค้า สำหรับเจ้าหน้าที่กรุงไทย ยื่นเอกสารที่จุดตั้งบูธกระทรวงมหาดไทยร่วมธนาคากรุงไทย หรือธนาคารกรุงไทยทุกสาขา

Half-plus registration, half-plus registration qualification

1. be of Thai nationality

2. Age 16 years or older at the date of registration

3. Not a State Welfare Card holder on October 1. C. 68th.

4. Not subject to suspension of rights or being reimbursed for government projects such as phase 1-5 half of each project.

The rights granted to each half plus shall be exercised at not more than Baht 200 per person per day.

1. Tax applicant: Received 2,400 baht throughout the project.

2. Non-tax people get 2,000 baht throughout the project.

Terms of Exercise

The first right must be exercised by 11^th of November. A. 68 before 11 p.m. to prevent the cancellation of the rights under the conditions of the half-plus exercise program at participating stores from 06.00 a.m. to 23.00 p.m. daily by paying via G Wallet.

– Same stores that meet the requirements don’t have to re-register.

Personal Store Terms & Conditions

They must be authenticated money bag shops from government officials of the Ministry of Interior. The application form for the Ministry of Interior has been submitted at the booth location of the Ministry of Interior in collaboration with Krungthai Bank or Krungthai Bank.

Carriers must have public transportation licenses such as taxis, public buses, public motorcycles, etc.
