อลงกรณ์”ถอดรหัสประชาธิปัตย์ขับเคลื่อนเศรษฐกิจการฑูตดันไทยยืนเด่นบนเวทีโลก

นายอลงกรณ์ พลบุตร อดีตรัฐมนตรีและส.ส.6สมัยพรรคประชาธิปัตย์ได้เขียนบทความพิเศษเรื่อง“เบื้องหลังศักยภาพไทยในเวทีโลก ภายใต้เศรษฐกิจการทูตของประชาธิปัตย์ (Unseen Democrat: Diplomacy Economy)”ในเฟสบุ้ควันนี้ซึ่งเป็นครั้งแรกที่มีการเปิดเผยหลังฉากการต่างประเทศของไทยโดยใช้กุสโลบาย“เศรษฐกิจนำการฑูต”ในช่วงกว่าครึ่งศตวรรษที่ผ่านมาโดยมีเนื้อหาดังนี้ “เบื้องหลังศักยภาพไทยในเวทีโลกภายใต้เศรษฐกิจการทูตของประชาธิปัตย์ Unseen Democrat: Diplomacy Economy” โดย นายอลงกรณ์ พลบุตร ประธานสถาบันเอฟเคไอไอ.อดีตรัฐมนตรีและส.ส.6สมัยพรรคประชาธิปัตย์ เบื้องหลังที่หลายคนอาจไม่เคยเห็นของพรรคประชาธิปัตย์ในการใช้นโยบายเศรษฐกิจนำการฑูตในเวทีโลกสร้างความมั่งคั่งให้ประเทศไทยมาตลอด 4 ยุคสมัย ในขณะที่หน้าฉากการเมืองไทยมักฉายภาพการต่อสู้ในสภาของพรรคประชาธิปัตย์ แต่ในมุม”Unseen” ที่ซ่อนอยู่ พรรคประชาธิปัตย์ได้ดำเนินยุทธศาสตร์เงียบแต่ทรงพลังที่เรียกว่า “Diplomacy Economy” หรือ “เศรษฐกิจการทูต” มาอย่างต่อเนื่องยาวนานกว่าครึ่งศตวรรษ นับเป็นการวางรากฐานโครงสร้างเศรษฐกิจระหว่างประเทศอย่างเป็นระบบ ผ่าน 4 เจเนอเรชัน เปลี่ยนประเทศไทยให้กลายเป็นศูนย์กลางการค้าการลงทุนและโลจิสติกส์ของภูมิภาคเอเซียตะวันออกเฉียงใต้

ยุคที่ 1: ผู้สร้างเวที (The Architect)

“ถ้าไม่มีสันติภาพ ก็ไม่มีการค้า” คือวิสัยทัศน์ของ พันเอก (พิเศษ) ดร.ถนัด คอมันตร์ อดีตหัวหน้าพรรคประชาธิปัตย์และรัฐมนตรีว่าการกระทรวงการต่างประเทศ ผู้มองเห็นการณ์ไกลว่า ไทยจะยืนเดี่ยวในสงครามเย็นไม่ได้ ในปี 2510 ท่านได้เปลี่ยนสนามรบให้เป็นเวทีการค้า ด้วยการเป็นหัวหอกก่อตั้ง “อาเซียน” (ASEAN) ผ่านปฏิญญากรุงเทพ นี่คือการวาง “ศิลาฤกษ์” ทางเศรษฐกิจที่สำคัญที่สุด เพราะจาก 5 ประเทศที่เคยหวาดระแวงกัน กลายมาเป็นตลาดร่วมขนาดมหึมาที่ปัจจุบันมีประชากรกว่า 672 ล้านคน หากไม่มีข้อริเริ่มและผลักดันของอดีตหัวหน้าพรรคประชาธิปัตย์ในวันนั้น ไทยคงไม่มีเวทีให้ยืนอย่างสง่างามในวันนี้

ยุคที่ 2: ผู้บุกเบิกและผู้กำหนดกติกาโลก(The Pioneer & The Rule Maker)

เมื่อเวทีถูกสร้างขึ้น นายชวน หลีกภัย นายกรัฐมนตรี 2 สมัย ได้เข้ามาเปลี่ยนกลุ่มประเทศอาเซียนให้เป็น “ตลาดเสรี” อย่างแท้จริง ท่านคือผู้ผลักดัน AFTA (ASEAN Free Trade Area)ซึ่งเป็นข้อตกลงที่ทำขึ้นเมื่อปี พ.ศ. 2535และลดกำแพงภาษีสินค้ากว่า 90% ให้เหลือ 0-5%ในปี2553ปูทางให้สินค้าไทยส่งออกได้คล่องตัวที่สุดในประวัติศาสตร์ และยังกู้ศรัทธาประเทศจากวิกฤตต้มยำกุ้งด้วยภาพลักษณ์ความซื่อสัตย์และการทูตที่ยืดหยุ่น หลังฉาก”Unseen” ที่ยิ่งใหญ่ที่สุดในยุคนี้ คือการส่งออก ดร.ศุภชัย พานิชภักดิ์ ไปนั่งเก้าอี้ ผู้อำนวยการใหญ่องค์การการค้าโลก (WTO) และเลขาธิการ UNCTAD เป็นคนไทยและคนเอเชียคนแรกที่ได้กำกับ “กติกาการค้าโลก” ทำให้เสียงของประเทศกำลังพัฒนาอย่างไทย ดังกระหึ่มและมีอำนาจต่อรองทัดเทียมมหาอำนาจตะวันตก

ยุคที่ 3: ผู้เชื่อมโยงโลก (The Connector)

ยุคทองที่ไทยโดดเด่นที่สุดในเวทีสากล เกิดขึ้นในสมัย นายอภิสิทธิ์ เวชชาชีวะ เป็นนายกรัฐมนตรีและประธานอาเซียน (2552) ร่วมกับ ดร.สุรินทร์ พิศสุวรรณ เลขาธิการอาเซียน ภายใต้วิสัยทัศน์ “ASEAN :Community of Connectivity” รัฐบาลอภิสิทธิ์ได้วางแผนแม่บทเชื่อมโยงถนน ราง และกฎระเบียบ ทำให้อาเซียนกลายเป็นประชาคมแห่งความเชื่อมโยงและผลักดัน “ASEAN Centrality” (ความเป็นแกนกลาง) ดึงมหาอำนาจอย่าง จีน ญี่ปุ่น สหรัฐฯ ให้มาเจรจาบนโต๊ะที่มีอาเซียนเป็นประธานสร้างโอกาสใหม่และความเชื่อมั่นให้กับประเทศไทยส่งผลถึงการฟื้นฟูกอบกู้ประเทศพ้นจากวิกฤติแฮมเบอร์เกอร์(วิกฤติเศรษฐกิจโลก)ได้สำเร็จอย่างรวดเร็วส่งผลให้ GDP ไทยในปี 2553 พุ่งสูงถึง 7.8% และการส่งออกของไทยขยายตัวสูงถึง 28.5% ขณะที่ ดร.สุรินทร์ คือ นักการฑูตเพื่อประชาชน”Diplomat of the People” ที่โลกยกย่อง ท่านเปลี่ยนอาเซียนจากเสือกระดาษให้เป็นองค์กรที่ทำงานได้จริง (Action-oriented) ทั้งการกู้วิกฤตพายุนาร์กิสและการผลักดันสิทธิมนุษยชน สร้าง “Soft Power” ให้ไทยกลายเป็นศูนย์กลางทางการทูตที่น่าเชื่อถือที่สุดในภูมิภาค

ยุคที่ 4: ผู้เก็บเกี่ยวผลประโยชน์ให้ไทย(The Harvester)

บนรากฐานที่3รุ่นสร้างไว้ นายจุรินทร์ ลักษณวิศิษฏ์ ได้เข้ามาทำหน้าที่ “ปิดดีลประวัติศาสตร์” ในยุคสงครามการค้า ด้วยการผลักดันความตกลง RCEP ให้สำเร็จและบังคับใช้ได้จริงป็นการเก็บเกี่ยวผลประโยชน์ที่ยิ่งใหญ่สำหรับประเทศไทยและอาเซียน

1.ขยายตลาด: เชื่อมไทยสู่ตลาด 2,300 ล้านคน (30% ของ GDP โลก)

2.เพิ่มสิทธิพิเศษ: สินค้าไทยเกือบ 40,000 รายการ ภาษีเป็น 0% ทันที

3.สร้างรายได้เข้าประเทศ: สร้างรายได้จากการส่งออกและการลงทุน (FDI) มูลค่ามหาศาล โดยใช้ประโยชน์จากโครงสร้างพื้นฐาน (ยุคอภิสิทธิ์) และกติกาการค้า (ยุคชวน-ศุภชัย-สุรินทร์) ได้อย่างเต็มประสิทธิภาพ

บทสรุป:

“Diplomacy Economy” ของพรรคประชาธิปัตย์ จึงไม่ใช่ความสำเร็จชั่วข้ามคืน แต่คือการส่งไม้ต่อทางนโยบายที่ไร้รอยต่อ (Policy Continuity)

• สู่ “ผู้เปิดร้านและร่างกติกา” (ชวน-ศุภชัย)

เรื่องราวของUnseen Democrat คือบทพิสูจน์ว่า พรรคประชาธิปัตย์คือพรรคการเมืองที่มีวิสัยทัศน์ระดับโลก (Global Vision) และมีความสามารถในการเปลี่ยน “การทูต” ให้กลายเป็นฐานเศรษฐกิจสร้างรายได้ให้ประเทศเพิ่ม”เม็ดเงิน”ในกระเป๋าคนไทยได้อย่างแท้จริง.

In 1967, he turned the battlefield into a trading platform by spearheading the founding of “ASEAN” through the Bangkok Declaration. This is the most important economic “foundation stone” because of the five countries that were paranoid. It has become a huge joint market with a population of over 672 million. Without the former Democrat Party leader’s initiative on that day, Thailand would not have had a platform to stand gracefully today.

2nd Generation: Pioneer & The Rule Maker (The Pioneer & The Rule Maker)

When the forum was created, two-term Prime Minister Chuan Leekpai transformed ASEAN into a truly “free market.” He was the driving force behind the AFTA (ASEAN Free Trade Area), an agreement made in February. 1992 and reduce tariffs on products by more than 90% to 0-5% in 2010, paving the way for Thai exports to become the most agile in history and recovering the country from the Tom Yum Kung crisis with the image of honesty and flexible diplomacy behind the “Unseen” scene. Supachai Panichpak, Director-General of the World Trade Organization (WTO) and Secretary-General of UNCTAD, was the first Thai and Asian to direct the “World Trade Rules”, making the voices of developing countries like Thailand as loud and negotiating power as Western powers.

3rd Generation: The Connector

Thailand’s most prominent golden age in the international arena occurred during the reign of Abhisit Vejjajiva as Prime Minister and Chairman of ASEAN (2009) together with Dr. Surin Pitsuwan, Secretary General of ASEAN, under the vision of “ASEAN: Community of Connectivity,” the Abhisit government has planned a master plan to connect roads, tracks and regulations, making ASEAN a community of connections and pushing “ASEAN Centrality” (core) to pull out superpowers such as China, Japan, the United States. To negotiate on a table chaired by ASEAN to create new opportunities and confidence in Thailand. This has resulted in the rapid recovery of the country’s recovery from the global economic crisis resulting in Thailand’s GDP growth of 7.8% in 2010 and Thailand’s exports growth of 28.5% while Dr. Surin is a diplomat for the people of “Diplomat of the People” whom the world praised. He transformed ASEAN from a paper tiger into an action-oriented organization, both in resolving the crisis of the Nargis storm and pushing human rights, creating “Soft Power” for Thailand to become the most trusted diplomatic hub in the region.

4th Generation: The Harvester (The Harvester)

On the foundation of the 3rd generation, Mr. Jurin Laksanawisit has taken over the role of “shutting off the historical deal” during the trade war by pushing the RCEP agreement to be successful and effective as a great harvest for Thailand and ASEAN.

1. Expanding the market: Connect Thailand to the market of 2,300 million people (30% of the world’s GDP).

2. Increase the privilege: Almost 40,000 Thai products, taxes, to 0% immediately.

3. Intriguing income: Creating huge amounts of FDI by making full use of infrastructure (the privileged era) and trade rules (the Chuan-Supachai-Surin era).

Summary:

The Democratic Party’s “Diplomacy Economy” is therefore not an overnight success, but rather the dispatch of a policy stick that is seamless (Policy Continuity).
