นายอลงกรณ์ พลบุตร รองประธานคณะกรรมการยุทธศาสตร์อดีตรัฐมนตรีและสมาชิกสภาผู้แทนราษฎร 6 สมัยของพรรคประชาธิปัตย์ได้รับมอบหมายจากหัวหน้าพรรค ดร.เฉลิมชัย ศรีอ่อน เป็นตัวแทนพรรคประชาธิปัตย์เข้าร่วมการประชุมเชิงปฏิบัติการระดับภูมิภาคอาเซียนในหัวข้อ”การแก้ไขปัญหาความรุนแรงต่อสตรีและนักการเมืองหญิง“ระหว่างวันที่ 26-28 สิงหาคม 2568 ณ กรุงกัวลาลัมเปอร์ ประเทศมาเลเซีย จัดโดยมูลนิธิเวสต์มินสเตอร์เพื่อประชาธิปไตย (Westminster Foundation for Democracy: WFD) ซึ่งเป็นองค์กรสาธารณะของสหราชอาณาจักรที่มุ่งสนับสนุนประชาธิปไตยทั่วโลก ผ่านความร่วมมือกับพรรคการเมือง รัฐสภา และองค์กรภาคประชาสังคม โดยนายอลงกรณ์ได้นำเสนอนโยบายการขจัดความรุนแรงและการเลือกปฏิบัติต่อสตรีรวมทั้งแนวทางส่งเสริมการมีส่วนร่วมทางการเมืองของสตรีเช่นการกำหนดสัดส่วนสตรีในคณะกรรมการบริหารพรรคและในการสมัครรับเลือกตั้งทั้งในระดับชาติและท้องถิ่นตลอดจนการเพิ่มสัดส่วนของสมาชิกสตรีในรัฐสภา “รายงานในปี2023ของสหภาพรัฐสภาระหว่างประเทศ (IPU)2023)ระบุว่าสัดส่วนสมาชิกสตรีในรัฐสภาของไทยอยู่ในอันดับที่ 121 ของโลก และอันดับที่ 7 ในอาเซียนซึ่งเป็นอันดับต่ำมากในเชิงจำนวนของสมาชิกรัฐสภาสตรี จำเป็นที่จะต้องสนับสนุนให้สตรีผ่านการเลือกตั้งเข้ามาในรัฐสภามากขึ้นโดยขจัดอุปสรรคและปัญหาที่มีผลต่อการกีดกันการเลือกปฏิบัติหรือใช้ความรุนแรงในรูปแบบ“
นายอลงกรณ์ได้ยกตัวอย่าง รายงานวิจัยล่าสุดมิถุนายน 2025 ของ Cofact Thailand และ Neo Momentum ระบุว่า ปริมาณของข้อมูลบิดเบือน (malinformation)และคำพูดที่แสดงความเกลียดชัง (hate speech)มีแนวโน้มเพิ่มขึ้น โดยเฉพาะในแพลตฟอร์ม X (เดิมคือ Twitter) และ Facebook เนื้อหาเฟคนิวส์เหล่านี้มุ่งเป้าไปที่นักการเมืองหญิงและพรรคการเมืองที่มีจุดยืนก้าวหน้า ส่งผลกระทบต่อความปลอดภัยและความมั่นใจของผู้หญิงในการมีส่วนร่วมทางการเมือง
– 31.7% เป็นการทำลายชื่อเสียง
– 20.7% เป็นการดูหมิ่นและลดคุณค่าทางสังคม
– 16.4% เป็นการโจมตีด้วยเรื่องเพศ
– 13.3% เป็นการล้อเลียนผ่านวิดีโอตัดต่อ หรือคำนินทาในโซเชียลมีเดียอย่างต่อเนื่องกรณีเช่นนี้เป็นรูปแบบหนึ่งของการใช้ความรุนแรงต่อนักการเมืองหญิงผ่านโลกโซเชียลในปัจจุบันซึ่งพรรคประชาธิปัตย์กังวลต่อแนวโน้มในเรื่องนี้อย่างยิ่งและกำลังยกร่างแนวทางแก้ไขปัญหาดังกล่าวซึ่งจะแล้วเสร็จภายในเดือนนี้
รองประธานคณะกรรมการยุทธศาสตร์ พรรคประชาธิปัตย์ย้ำว่าพรรคประชาธิปัตย์มีนโยบายที่ชัดเจนและมีจุดยืนที่มั่นคงภายใต้กรอบพันธกรณีที่ประเทศไทยมีต่ออนุสัญญาว่าด้วยการขจัดการเลือกปฏิบัติต่อสตรีในทุกรูปแบบ (CEDAW : Convention on the Elimination of All Forms of Discrimination Against Women และ แพลตฟอร์มเพื่อการปฏิบัติแห่งปักกิ่ง(Beijing Platform for Action) ซึ่งรับรองในการประชุมโลกว่าด้วยสตรี ครั้งที่ 4 เมื่อปี 1995 ในการต่อต้านความรุนแรงทุกรูปแบบต่อสตรี ทั้งในเชิงนโยบายและการปฏิบัติจริง
1. การกำหนดเป็นวาระแห่งชาติและการปฏิรูปกฎหมาย
2. การปรับปรุงและบังคับใช้กฎหมายอย่างมีประสิทธิภาพเช่นพระราชบัญญัติคุ้มครองแรงงาน , พระราชบัญญัติความเท่าเทียมระหว่างเพศ,พระราชบัญญัติการป้องกันและแก้ไขปัญหาการตั้งครรภ์ในวัยรุ่น,พระราชบัญญัติป้องกันและปราบปรามการค้ามนุษย์,แก้ไขพระราชบัญญัติป้องกันและปราบปรามการค้าประเวณี โดยไม่ลงโทษผู้ขายบริการ แต่ให้ลงโทษผู้ซื้อบริการแทน,แก้ไขพระราชบัญญัติคุ้มครองผู้ถูกกระทำด้วยความรุนแรงในครอบครัว พ.ศ. 2550 ให้สอดคล้องกับหลักการสากล
3. การสร้างกลไกป้องกันและช่วยเหลือในระดับพื้นที่ เช่นการจัดตั้งศูนย์ป้องกันความรุนแรงระดับท้องถิ่นเพื่อเฝ้าระวังและป้องกันเหตุรุนแรง
4. ส่งเสริมการศึกษาและสร้างความตระหนักรู้ เช่น ปรับปรุงหลักสูตรการศึกษาเพศศึกษาอย่างครอบคลุม เพื่อปลูกฝังเยาวชนให้มีทัศนคติที่ถูกต้องเกี่ยวกับความเท่าเทียมทางเพศและเคารพศักดิ์ศรีของผู้อื่น
5. ส่งเสริมบทบาทและการมีส่วนร่วมทางการเมืองของสตรี เช่น กำหนดสัดส่วนสำหรับสตรีในการสมัครรับเลือกตั้ง ทั้งในระดับชาติและระดับท้องถิ่นและในคณะกรรมการบริหารของพรรครวมทั้งการจัดทำงบประมาณโดยคำนึงถึงความต้องการที่แตกต่างตามเพศภาวะ (Gender Responsive Budgeting)
6. ความร่วมมือกับภาคประชาสังคมและเครือข่ายพรรคประชาธิปัตย์เน้นการทำงานร่วมกับภาคประชาสังคมและเครือข่ายที่ทำงานด้านสตรีและความเท่าเทียมมาอย่างยาวนาน เพื่อขับเคลื่อนนโยบายและสร้างแนวทางแก้ไขที่ยั่งยืน
7. วิสัยทัศน์สากลและความหลากหลายทางเพศ พรรคไม่เพียงแต่ให้ความสำคัญกับความรุนแรงต่อสตรี แต่ยังสนับสนุนความหลากหลายทางเพศและความเท่าเทียมอย่างจริงใจ โดยมีส่วนร่วมในการผลักดันร่างพระราชบัญญัติสมรสเท่าเทียม ซึ่งปัจจุบันผ่านการเห็นชอบและประกาศใช้แล้ว นโยบายนี้สะท้อนความตั้งใจที่จะสร้างสังคมที่ยอมรับความหลากหลายและปกป้องสิทธิของทุกคน “นโยบายของพรรคประชาธิปัตย์ในการต่อต้านความรุนแรงต่อสตรีมีความครอบคลุม ทั้งในด้านการป้องกัน การคุ้มครองทางกฎหมาย และการส่งเสริมศักยภาพของสตรีโดยหวังว่าจะเพิ่มจำนวนนักการเมืองสตรีในระดับท้องถิ่นและระดับชาติ ทั้งนี้พรรคประชาธิปัตย์เน้นการทำงานแบบมีส่วนร่วมกับทุกภาคส่วนและบูรณาการทุกระดับ ตั้งแต่ระดับชาติลงสู่ชุมชน เพื่อสร้างสังคมที่ไม่มีความรุนแรงและเท่าเทียมสำหรับทุกคน.”

Mr. Alongkorn Ponlaboot, Vice Chairman of the Strategy Committee of the former Minister and Member of the House of Representatives for 6 terms of the Democratic Party, was assigned by party leader Dr. Chalermchai Sri-on, representative of the Democratic Party, attended the ASEAN Regional Workshop on “Resolving Violence Against Women and Female Politicians” in Kuala Lumpur, Malaysia, organized by the Westminster Foundation for Democracy (WFD). Which is a public organisation of the United Kingdom that aims to support democracy around the world through cooperation with political parties, parliament and civil society organizations. Alongkorn presented policies to eliminate violence and discrimination against women, as well as ways to promote women’s political participation, such as determining the proportion of women on the party’s executive committee and running for national and local elections, as well as increasing the proportion of women in parliament. “Reported in 2023 by the International Parliamentary Union (IPU) 2023) states that the proportion of female members in Thailand’s parliament ranks 121st in the world and 7th in ASEAN, which is very low in terms of the number of female parliament members, needs to support more women through elections by eliminating obstacles and problems affecting discrimination or violence in the form.”
Alongkorn, for example, according to a recent June 2025 research report by Cofact Thailand and Neo Momentum, the volume of malinformation and hate speech tends to increase, especially on the X platform (formerly Twitter) and Facebook. These Facebook content targets female politicians and progressive parties. It affects women’s safety and confidence in political participation.

International Vision and Gender Diversity The party not only values violence against women but also sincerely supports gender diversity and equality by contributing to the currently approved and enacted Equal Marriage Act.
