“รัฐมนตรีเฉลิมชัย”ประสบผลสำเร็จเจรจาญี่ปุ่นขยายความร่วมมือการพัฒนาศักยภาพทรัพยากรน้ำบาดาลและเทคโนโลยีแหล่งกักเก็บน้ำใต้ดิน
ดร.เฉลิมชัย ศรีอ่อน หัวหน้าพรรคประชาธิปัตย์ รัฐมนตรีว่าการกระทรวงทรัพยากรธรรมชาติและสิ่งแวดล้อม (รมว.ทส.) พร้อมด้วย นายอลงกรณ์ พลบุตร ประธานที่ปรึกษาของ รมว. ทส. นายนริศ ขำนุรักษ์ นายธนา ชีรวินิจ คณะทำงาน รมว.ทส. นายวิชชุ เวชชาชีวะ เอกอัครราชทูต ณ กรุงโตเกียว นายภาดล ถาวรกฤชรัตน์ อธิบดีกรมทรัพยากรน้ำบาดาลและคณะผู้แทนไทย เข้าพบหารือกับนายคัตสุโนริ ทาคาฮาชิ ( Mr. Katsunori Takahashi )รัฐมนตรีช่วยว่าการกระทรวงที่ดิน โครงสร้างพื้นฐาน การขนส่ง และการท่องเที่ยวแห่งประเทศญี่ปุ่น (Ministry of Land, Infrastructure, Transport and Tourism: MLIT)เพื่อขยายความร่วมมือด้านการบริหารจัดการทรัพยากรน้ำ น้ำใต้ดินและน้ำบาดาล ที่กรุงโตเกียว ประเทศญี่ปุ่น
ดร.เฉลิมชัย ได้หารือในหลากหลายประเด็นสำคัญ ตั้งแต่เรื่องการบริหารจัดการทรัพยากรน้ำแบบบูรณาการ (Integrated Water Resources Management: IWRM) การพัฒนาเทคโนโลยีแหล่งกักเก็บน้ำใต้ดิน และการสร้างความร่วมมือด้านการวิจัยและพัฒนา รวมถึงการเสริมสร้างศักยภาพด้านทรัพยากรน้ำ โดยเฉพาะน้ำใต้ดินและน้ำบาดาล ซึ่งเทคโนโลยีใหม่ๆจะถูกนำมาประยุกต์ใช้ในการพัฒนาการบริหารจัดการทรัพยากรน้ำ น้ำใต้ดิน และน้ำบาดาลของประเทศไทยอย่างมีประสิทธิภาพและยั่งยืน อีกทั้งยังช่วยต่อยอดการศึกษาและวิจัยเพื่อรองรับความท้าทายด้านทรัพยากรน้ำในอนาคต
ทั้งนี้ นายคัตสุโนริ ทาคาฮาชิ ( Mr. Katsunori Takahashi )รัฐมนตรีช่วยว่าการกระทรวงที่ดิน โครงสร้างพื้นฐาน การขนส่ง และการท่องเที่ยวแห่งประเทศญี่ปุ่น (Ministry of Land, Infrastructure, Transport and Tourism: MLIT) ได้นำเสนอการบริหารจัดการทรัพยากรน้ำ น้ำใต้ดิน น้ำพุร้อนและน้ำบาดาลของญี่ปุ่นพร้อมกับตอบรับข้อเสนอในการขยายความร่วมมือระหว่างญี่ปุ่นกับไทยอย่างกระตือรือร้นและมอบหมายหน่วยงานในสังกัดประสานงานกับกรมน้ำบาดาลโดยทันทีเพื่อดำเนินการตามข้อหารือของ ดร.เฉลิมชัย ศรีอ่อน รัฐมนตรีว่าการกระทรวงทรัพยากรธรรมชาติและสิ่งแวดล้อม (รมว.ทส.)
นับเป็นความสำเร็จครั้งสำคัญของการเยือนญี่ปุ่นเมื่อวานนี้ในการขยายความร่วมมือระหว่างไทย-ญี่ปุ่นในด้านการพัฒนาศักยภาพของทรัพยากรน้ำ น้ำใต้ดินและน้ำบาดาลในภาวะที่เผชิญกับการเปลี่ยนแปลงสภาพภูมิอากาศ(Climate Change)ซึ่งส่งผลกระทบต่อประเทศไทยทั้งเรื่องน้ำท่วมและภัยแล้งโดยเฉพาะการขาดแคลนน้ำเพื่อการเกษตร การอุปโภคบริโภค การรักษาระบบนิเวศ การท่องเที่ยวและอุตสาหกรรม.
